A new resolution (House Resolution No. 9) has been filed urging the House of Representatives to oppose any efforts to grant former President Rodrigo Duterte interim release or repatriation from The Hague, Netherlands, where he is detained by the International Criminal Court (ICC).
Filed by Makabayan bloc lawmakers Rep. Antonio Tinio (ACT Teachers) and Rep. Renee Co (Kabataan), the measure stresses support for Duterte’s continued ICC detention for alleged crimes against humanity tied to the bloody Oplan Tokhang anti-drug campaign. The official death toll is over 6,000, but human rights groups estimate up to 20,000 deaths.
The ICC defines interim release as a temporary discharge from detention. Duterte appealed for this in June, claiming another country was willing to host him. However, ICC prosecutors rejected the request, arguing that his continued detention ensures he faces trial.
