Quezon City has launched the “Right to Care” (RTC) card, a groundbreaking initiative giving LGBTQIA+ couples the legal power to make medical decisions for each other. Through a notarized Special Power of Attorney (SPA), cardholders can access their partner’s medical records, give consent for treatments, and act on their behalf in healthcare situations.
The program addresses the lack of national recognition for same-sex partnerships in the Philippines, which often leaves queer couples powerless in medical emergencies. So far, 468 couples have applied for the card, which is accepted in Quezon City-run hospitals like QC General Hospital and Novaliches District Hospital.
To get an RTC card, couples must attend an orientation and sign legal documents; at least one partner must be a QC resident with a QCitizen ID. Advocates praise the program as a step toward inclusive healthcare and stronger LGBTQIA+ rights.
